The Telecommunications Economy and Regulation As Coevolving Complex Adaptive Systems: Implications for Federalism

چکیده

Sustainable telecommunications policies require simultaneous satisfaction of economic viability and political feasibility constraints, and meeting these constraints is increasingly difficult in a competitive regulatory regime. In prior research, Cherry has sought to provide a general analytical framework for designing sustainable telecommunications policies, relying primarily on legal and economic analyses and incorporating insights from the political science literature. Cherry and Bauer (2004) have recently enhanced this framework by incorporating insights from complexity theory. This paper expands upon the analysis in Cherry and Bauer (2004) to examine the implications for federalism in the U.S. This paper shows that, from the complexity theory perspective, federalism is a patching algorithm for policymaking that confers system advantages for adaptability through diversity and coupling of policymaking jurisdictions. Such diversity and coupling is important for adaptability of the policymaking process itself, by providing mechanisms for both experimentation and stability that are essential for development of sustainable policies. In addition, as a coevolving complex adaptive system, a federalism regime evolves over time. This paper asserts that, as for sustainable environmental policies, further evolution in the federalism regime is needed to improve the adaptive properties of the U.S. policymaking processes to provide sustainable telecommunications policies. Such evolution will require greater flexibility in the sharing of jurisdictional powers as well as the utilization of new research tools to enhance development of robust and adaptive policies. An important implication of the complex theory perspective is that policies of complete federal preemption, and particularly full deregulation, must be approached with great caution. This is because such policies eliminate the adaptive properties of a more highly patched and coupled policymaking system. * The views in this paper are those of the author and do not reflect the views of the Federal Communications Commission, any Commissioners, or staff. Balancing Management and Leadership in Complex Health Systems; Comment on “Management Matters: A Leverage Point for Health Systems Strengthening in Global Health”

Health systems, particularly those in low- and middle-income countries (LMICs), need stronger management and leadership capacities. Management and leadership are not synonymous, yet should be considered together as there can be too much of one and not enough of the other. In complex adaptive health systems, the multiple interactions and relationships between people and elements of the system me...

Relationship between the Activity of Behavioral Activation Systems (BAS) and Behavioral Inhibition (BIS) and Health Anxiety with the Mediating Role of Adaptive Cognitive Emotion Regulation Strategies

Introduction: One of the topics in health psychology is the response of individuals to the physical symptoms of the disease. Cognitive emotion regulation strategies deal with adaptive emotion. Method: The study method is correlational. The population includes students aged 18 to 35 years from Bu Ali Sina University and Payame Noor University of Hamadan. To conduct research, 399 students were se...

Design and Simulation of Adaptive Neuro Fuzzy Inference Based Controller for Chaotic Lorenz System

Chaos is a nonlinear behavior that shows chaotic and irregular responses to internal and external stimuli in dynamic systems. This behavior usually appears in systems that are highly sensitive to initial condition. In these systems, stabilization is a highly considerable tool for eliminating aberrant behaviors. In this paper, the problem of stabilization and tracking the chaos are investigated....

The Paradox of Intervening in Complex Adaptive Systems; Comment on “Using Complexity and Network Concepts to Inform Healthcare Knowledge Translation”

This commentary addresses two points raised by Kitson and colleagues’ article. First, increasing interest in applying the Complexity Theory lens in healthcare needs further systematic work to create some commonality between concepts used. Second, our need to adopt a better understanding of how these systems organise so we can change the systems overall behaviour, creates a paradox. We seek to m...

Connections, Communication and Collaboration in Healthcare’s Complex Adaptive Systems; Comment on “Using Complexity and Network Concepts to Inform Healthcare Knowledge Translation”

A more sophisticated understanding of the unpredictable, disorderly and unstable aspects of healthcare organisations is developing in the knowledge translation (KT) literature. In an article published in this journal, Kitson et al introduced a new model for KT in healthcare based on complexity theory. The Knowledge Translation Complexity Network Model (KTCNM) provides a fresh perspective by mak...
